Playing Hookey, or where the Fire Chief is when he is not in town.

Hi everyone.  I am back, and Kirbyontheloose blunders on.  The rank and file in the Fire Department, as you probably know, have voted no-confidence in the Chief.   Before I left for California in December, I sent a letter to Chief Brian Duggan and the Mayor. I never heard back from them.  So, I am posting it, along with references, and some notations I have recently made to it, for your  perusal.  The references are a work in progress, and I will be adding material this week.  It bears on the question on all the outside work that the chief has been taking on over the last six years.
